Appointment of CCLS Alumnus, Mouammar Oozeer as Senior Counsel in Mauritius

We wish to extend our warm congratulations to alumni Mouammar Oozeer (Computer and Communications Law LLM, 2001), also known as Ammar, for having been appointed Senior Counsel by the President of the Republic of Mauritius, on the recommendation of the Chief Justice, on 14 August 2025.
This is a mark of distinction and expertise and a prestigious title conferred upon experienced lawyers who have made significant contributions to the legal field in Mauritius. It is akin to "King's Counsel" in other jurisdictions such as England & Wales.
Ammar tells us that he obtained his Bachelor of Laws from the University of Mauritius in 1996. After completing his Bar Vocational Course, he did his pupillage at Doughty Street Chambers in London, in France and in Mauritius. He was Called to the Bar in Mauritius in February 1999.
He joined the Attorney General’s Office in Mauritius in 1999 where he served as State Counsel, Senior State Counsel and Principal State Counsel until 2012. During that time, he appeared regularly before all Courts in Mauritius in both criminal and civil matters.
He was awarded the prestigious British Chevening Scholarship in 2001, which led him to pursue the Master of Laws (LLM) in Computer and Communications Law at the Centre for Commercial Law Studies of QMUL from 2001 to 2002.
After having obtained his LLM, Ammar continued to advise the Government of Mauritius, statutory bodies and government-owned companies on all areas of public and commercial laws, but with a particular focus on cyber law, intellectual property and procurement laws, and contributing in the development of policies in the area of cyber law and telecoms law. He was also acting as legal adviser to the telecoms regulator. Ammar also had the opportunity to acquire significant legislative drafting expertise, developed over a decade at the Attorney-General’s Office of Mauritius.
In 2012, Ammar took the bold step to join private practice, eager to forge a name for himself at the commercial bar. He joined Jurisconsult Chambers (DLA Piper Africa) in Mauritius where he worked for 3 years before joining BLC Robert & Associates in August 2016. BLC Robert & Associates forms part of the Africa Legal Network of leading corporate law firms in 15 key African countries.
After several years of hard work, Ammar was made Partner in the Dispute Resolution practice at BLC Robert & Associates in April 2025. He is also the Head of the Regulatory and Compliance practice and advises on matters related to competition, data protection, telecommunications, internet and media, technology, privacy and cybersecurity, intellectual property (trademark and copyright) and AML/CFT. His dispute resolution practice covers commercial litigation, competition law disputes, intellectual property litigation, public procurement challenges, and tax litigation.
Ammar adds: “I am humbled by the conferment of this title. At the same time, I do realise that this means that nothing less than excellence will be expected from me. My advice to those at the bar is to keep persevering because hard work always pays off.”
Ammar still keeps in touch with the Centre for Commercial Law Studies and every time he is in the City, he pays a visit at the Centre and to meet Professor Ian Walden his lecturer in Telecommunications Law on his LLM programme. He is very keen to receive updates from, and exchange with, the alumni community.
