Joseph Gitau Mburu has been appointed to the role of Senior Manager in the Deputy Governor’s Office of the Central Bank of Kenya.

Joseph caught up with Professor Rosa Lastra in London to share the news of his appointment.

Joseph Gitau Mburu (Law and Economics LLM, 2018) tells us how his career has been going since he graduated from CCLS with a Distinction. Joseph says he “was motivated to study at the CCLS due to its global reputation as a leading center for teaching a wide variety of multidisciplinary law programmes, the internationally diverse student population and faculty, including having some of the world’s leading experts in various fields.” Shortly after leaving CCLS, Mr. Gitau joined the Central Bank of Kenya (CBK), from 2020 to 2024, as Head of Policy and Regulation for Kenya’s National Payments System, including participation in other major national policy roles. Since 2025, he has been serving as Senior Manager in the Deputy Governor’s Office, within the Governor’s Office Executive Wing.

  • Mr. Gitau Mburu is a practicing Economist with over 23 years of experience in development, public policy, financial inclusion, financial sector policy and regulation. Mr. Gitau is currently the Senior Manager, Deputy Governor’s Office, within the Governor’s Office Executive Wing, Central Bank of Kenya (CBK). Between 2020 and 2024, Mr. Gitau was the Head, National Payments Policy, Regulation and Data Analysis, overseeing CBK’s work on payments, and the payments contribution to digital finance, financial inclusion, and financial stability.
  • Apart from his core areas of responsibility, Mr. Gitau has served on national and international level bodies, while also representing the CBK in Government-wide task forces and technical working groups. Mr. Gitau was appointed by the Principal Secretary, National Treasury and Economic Planning, to act as one of the several CBK representatives on the following key Government-wide initiatives:
  • Member of the Technical Working Group that developed Kenya’s Fourth Medium Term Plan (MTP), which are Kenya’s 5-year economic development plans under its long-term development blueprint, The Vision 2023.
  • Member of the Multi-Agency Task Force on Development of a Regulatory Framework for Virtual Assets and Virtual Assets Service Providers. The Task Force was responsible for development Virtual Asset Service Providers Act, 2025, which is now operational in law.
  • As Head of National Payments System, Mr. Gitau also Chaired the Technical Working Group that developed Kenya’s National Payments Strategy 2022-2025. He was also appointed at the Chairman of the Technical Working Group that led the comprehensive review of the National Payments Systems Act, 2011. At present, he has been appointed by the Governor, CBK, as Member of the Technical Working Group that is reviewing the Banking Act and the CBK Act. 
  • Before joining the Central Bank, Mr. Gitau worked with leading financial and public policy institutions such as the Financial Sector Deepening Trust (FSD Kenya); Private Sector Development Advisor (at the then) UK Department for International Development (DFID; presently, FCDO); Programme Manager, European Commission, Society for International Development, headquartered in Rome, Italy; Institute of Economic Affairs and the Institute of Policy Analysis and Research. He was involved in major legal and policy reforms, such as development of the Movable Property Security Rights Act, 2017. He has taught financial regulation and development, part-time at the KCA University. He is currently an Executive Fellow at the Strathmore Business School.
  • Mr. Gitau has BA in Economics and MA in Banking & Finance (Master thesis: central bank independence) from Moi University (Kenya); Master in Theological Studies from Africa International University (Kenya); Master of Laws (LLM) with Distinction from Queen Mary, University of London (United Kingdom). He is a UK Chevening Scholar, a Certified Executive Coach with the UK Academy of Executive Coaches, Convener of the Scripture Union of Kenya Board of Trustees. He served on the ActionAid International Kenya Board and Chairman of the FSD Kenya Programme Investment Committee (the de facto board) and has published several book chapters.
