Dr Daniele D’Alvia submits written evidence to the UK Parliament Financial Services Regulation Committee

The evidence was submitted to their panel investigating the growth of private markets in the UK following reforms introduced after 2008.

Dr D’Alvia’s written evidence provides a legal and academic analysis of non-bank financial institutions in the UK and their growth since 2008, including their evolving role in UK financial markets and the implications they have on systemic stability, market transparency and other areas.

The written evidence draws from his own research and the expert opinion he submitted in the landmark decision of the Paris Supreme Court in July 2025. In the evidence, Dr D’Alvia argues that post-2008 banking reforms curtailed traditional lending, driving UK companies toward non-bank financiers and contractual frameworks, like hedge funds. These frameworks provide credit but come with new systemic risks.

He goes on to make recommendations on how to deal with these risks, for example strengthening the oversight the Bank of England has on large NBFIs.
