Biography:
Dr. Ting Huang is a Lecturer (Assistant Professor) in Public Management. She holds a PhD in management from Aarhus University, and a double master’s degree in public management and social development from Copenhagen Business School and University of Chinese Academy of Sciences. Before joining QMUL, she worked as a postdoctoral researcher in the Department of Psychology, University of Copenhagen.
Her work focuses on the intersection of public administration and management. Ting’s research interests include public management, leadership, diversity, and performance feedback. She has two ongoing research streams. The first, based on her doctoral research, explores the causes and consequences of gender diversity in top management teams (TMTs) in the public sector. Specifically, she studies the visible and invisible barriers that prevent women from reaching and succeeding in leadership roles. Drawing on data and experiments, she helps identify strategies to build more inclusive workplaces that unlock the full potential of both people and organisations.
The second research stream examines how public managers, and the governments in which they operate, navigate competing policy priorities. She focuses on how public leaders make decisions and allocate attention when faced with multiple, often conflicting, demands and objectives. Drawing on registered data, she aims to better understand how public managers can better balance these priorities in practice and how their choices shape performance and strategic outcomes.
Ting’s work has appeared in leading journals in public administration, including Public Administration Review, Journal of Public Administration Research and Theory, Public Administration, International Public Management Journal, and International Journal of Public Administration. She received the 2026 Joseph Wholey Distinguished Scholarship Award from the American Society for Public Administration, and the Best Reviewer Award from the Academy of Management Annual Meeting 2021, PNP Division. Her systematic literature review on public sector top managers was recognised as the Top-Viewed Article among work published in Public Administration Review in 2023.

She co-organised the 1st Workshop on Women and Public Management with Dr Juan Du from East China Normal University in Shanghai in 2025. She has been co-organising different workshops with Prof Anders Villadsen at Sino-Danish Center, including workshops on leadership in public management, using ASReview for systematic literature reviews. She was a member of the Organizing Committee for the 8th e-HRM International Conference.
